Mobility Plan for the Town of Garching

22. October 2026

The town of Garching near Munich aims to make everyday travel easier for its residents, reduce conflicts between different road users and strengthen social participation at all stages of life. Building on the findings and data from the first phase of the concept, we are further developing the integrated mobility concept. To this end, existing studies, plans and surveys are being systematically evaluated, checked for up-to-date status and data gaps, and supplemented where necessary.

The aim of the project is to create an integrated and implementation-oriented framework for future mobility in Garching. The focus is on three interlinked areas: parked vehicles, shared mobility and cycling. For these areas, specific objectives, guidelines and measures are being developed and assessed in terms of their impacts, synergies and potential conflicts of interest. The aim is to identify initial, actionable immediate measures at an early stage and to further refine them in collaboration with the town of Garching.

The particular challenge of the project lies in taking an integrated view of the various mobility options and land-use requirements. Measures relating to on-street parking management, mobility hubs and sharing schemes, as well as those aimed at improving cycling, can support one another, but may also compete with one another. A shared impact matrix and an overarching master plan serve to clarify these interrelationships. This results in viable recommendations for the safe, fair and efficient use of public space in Garching.

The mobility concept is being developed in close collaboration with the local council, the mobility working group, politicians and other relevant stakeholders. Workshops and consultation meetings are being held to bring together the various requirements and perspectives, with a view to securing broad support for the measures and facilitating their subsequent implementation.
